In May 2022, the Scottish Government carried out an industry survey to gather views and opinions on the procurement of construction contracts in Scotland. This work was carried out by Built Environment Smarter Transformations (BE-ST) on behalf of Scottish Government and recognised an industry desire for procurement reform.

Researchers from the School of Innovation and Technology at the Glasgow School of Art, working in partnership with the Scottish Government and BE-ST, conducted sector-wider participatory research to explore the challenges faced within construction procurement.

This project report outlines the process that was led by SIT to co-design recommendations to address procurement challenges and deliver construction procurement reform at a Scottish national level, through policy transformation.
